This is a 0.7 mile connector road, which joins Ironbound Road with Monticello Avenue to provide relief to the congested Richmond Road. The project was completed under the City of Williamsburg adopted Public Private Transportation Act Ordinance. The City of Williamsburg served as the responsible public entity and provided advance funding and administration with repayment from future urban road funding allocations. Project services provided by JLMCI include permitting, alternative location analysis, public hearings, design, right-of-way procurement, private utility relocation, construction and inspection. This was a turn-key fixed date, fixed price project. It included a crossing of College Creek and the entire project fell within the College of William & Mary Lake Matoaka Basin, which serves as a living laboratory for the college biology department. In addition, the project team worked with adjacent property owners, which included an active retirement community, health facility and mixed use development to accommodate access and utilities. The project was completed five months ahead of schedule.

Project Name: Jamestown 2007 Corridor Improvements

Prime Contractor: This was a Public / Private Partnership project with VDOT
and Jamestown 2007 Corridor Constructors. Jack L. Massie Contractor, Inc.,
Curtis Contracting, Inc. and Bryant Contracting, Inc. were the principles in
Jamestown 2007 Corridor Constructors.
Location: Rte. 199 on the east side of Williamsburg from its intersection with Jamestown Road to its intersection with Rte. 60.
Procurement: Public & Priivate Partnership
This project included the widening of Rt. 199 for approximately 3 miles from a two lane road to a divided four lane, limited access highway, including a new bridge over College Creek. The project also required interchange improvements at the intersection of Rt. 31 and Rte. 199, and the relocation of Rt. 359 connecting Jamestown Road to the Colonial National Parkway at Jamestown. Jack L. Massie Contractor, Inc. served as the Project Manager for the three firm Design Builders. The company also constructed two segments of the project which consisted of 1.5 miles of road work and .7 miles of widening. The companies portion of work included building the new roadway over two tidal inlets.

Location: James City County Procurement: VDOT
The construction of two miles of new location limited access, divided four lane highway known as Rte. 199. The intersection of Rte. 199 and Monticello Ave. consisted of two urban design bridges with their ramps interchange. The project also included the construction of two miles of a new location, urban design, four lane Monticello Ave. along with all utility work and service road work necessary to complete this new location urban highway system. The work was completed on this project two years ahead of schedule with a VDOT Contractor Performance Rating of 99.4%. Awards: VDOT’s
coveted Construction Quality Award for 2000…best quality project in Virginia.

This is a complex that will contain six office and/or warehouse facilities for multiple businesses. Jack L. Massie Contractor, Inc. is responsible for the entire site work package. The company also provided value engineering proposals to the owner that saved them money and provided a better product.

To access Quarterpath Crossing retail center, we are also constructing a redesigned roadway interchange at Route 199 and Quarterpath Road. Quarterpath Road is being widened to a new 5 lane roadway to provide access to the commercial center and the proposed Riverside Health System Development project that will be adjacent to Quarterpath Crossing. Jack L. Massie Contractor, Inc.'s scope of work includes the entire infrastructure system, onsite and offsite, for the commercial center and the revised entry roadway.

Marquis is an 80+/- acre shopping center. This project is still under construction with Target, Kohl’s, J.C. Penney, Dicks and Best Buy as anchor stores that are currently open and operating. JLMCI has constructed the entire infrastructure system on this project. The work also includes additional turn lanes and traffic signals on Rte. 199, as well the relocation of the entrance to Water Country, an adjacent property to Marquis

Jack L. Massie Contractor, Inc. is constructing the entire site work infrastructure for this project, including the changes needed on Richmond Road (the main entry way into Colonial Williamsburg), Ironbound Road and Treyburn Drive. The project is highly visible and a major economic development for Williamsburg.
It will provide Williamsburg with its first development that is a mix of residential and retail space.
